I’ve never hired a minor before. I met a student from the local high school that seems like they would be a great fit working in my retail shop. Are there special rules for hiring minors that differs from adults?

Yes!
Current laws define a “minor” as anyone under the age of 18. In Oregon, minors must generally be at least 14-years-old for employment. Prior to hiring a minor in Oregon, employers must apply for an annual employment certificate from BOLI’s child Labor Unit. Minors are generally protected by the same wage and hour laws as adults with a few differences. 16- and 17-year-olds may work up to 44 hours per week. 14- and 15-year-olds may work at most, 18 hours per week during the school year and 40 hours per week when school is not in session. These are just a few of the small differences between hiring adults and minors. With current employment rates at record lows, many employers are hiring more minors. This creates great opportunities for our youth to learn great life skills and acquire work experience to put on a resume.
